He wants to change the title bar of the desktop app, which is the Citrix
client, which runs on the client machine. Changing the colors on the Citrix
server would change the colors of the title bars running on apps in the
session, not the desktop app itself.

Why not just change Active/Inactive Title colors in the control panel, on
the target Citrix Server.  (You do not make color changes on the client
machine, as the application is not running on the client, merely appearing
to run on the client.)
