Try removing the TS License in the registry. I had one that was corrupt and
when I removed it the problem cleared. I would export out the key first, as
a backup.

Re: The terminal server cannot issue a client license.=20

I have a Windows XP Pro user that is unable to connect to my Citrix
server running on Windows 2000 SP4. The above error shows in the
server's event log on each attempt to connect. I've tried using RDP
and ICA (Citrix 7.x client) and neither work for this user. Other
machines connect fine, including a few running XP Home. My server
includes 15 Citrix licenses and no MS TS licenses have been added.

There's a lot of info floating around about this issue, including an old
hotfix from MS, but the more I read the more I'm confused. =20

Suggestions?
