In their internet options advanced tab be sure that do not save encrypted
pages to disk is unchecked.

Ok, a little more info on this problem.

It appears to only affect people coming in through NFuse.  When they switch
to Program Neighborhood on the same machine, voila! it works.

I'll keep you posted on what the solution is, if you have any further
suggestions I'm all ears.  (I tried clearing internet cache.)
