Thanks, I'll take a look at the MS site again. It is more the changes in admin 
concepts than the new client functionality that I am wanting to understand

You've missed quite a bit actually. 
 
 Just to clarify one thing though, license servers have never talked to other 
license servers.  Win2k3 license servers can be on any member server as well.  
I have found that putting it on a DC doesn't guarantee discovery.  You'll still 
want to set the registry key.  If you go out to 
http://www.microsoft.com/windows2003 there will be some papers there that 
discuss the difference between Win2k and Win2k3 (things like client drive 
mappings, universal print drivers (first version in SP1), etc).

All clients (not just downlevel) need a TS CAL to connect to Win 2003 TS server

There are device TS CALS and user TS CALS. There is currently no method of 
assigning a TS PerUser CAL to a particular user account.

Win2003 TS Licensing servers do not talk to Win2000 TS Licensing servers.

 

A Win2003 TS will need a Win2003 TS Licensing server. Recommend installing on 
domain controllers (for automatic discovery)

 

A Win2003 terminal server will allow clients to connect without a license token 
for 120 days or until the license server issues a license through the terminal 
server before it requires communication with a licensing server. This period 
begins the first time someone connects to the server via terminal services. 

 

Temporary licences work for 90 days.

Permanent licences last for 52-89 days. A client will begin a new license 
request 7 days prior to the license expiration date.
