TCP/IP settings user specific? - they are in HKLM - machine specific - but not 
user specific.

I would look at a bad temp TS license.

TCP/IP settings are user-specific.  Improper DNS settings/failure
would result in precisely what you are describing.   Wait, wait, wait,
fail.  would not affect other creds.
