Correct. The second one has no licenses on it, therefore it is not activated.

    I have two license servers. One has the real TS licenses. The other is 
merely there as a license server. If my main one goes away, the other one will 
then issue temporary licenses until I can install the live licenses or restore 
the primary license server.
