You know,  I  almost forgot...   I had similar issue approximately 4 weeks
ago when the ICA Client 9.2 first client came out.  For some reason, the
Windows 2000 Pro workstations could not get a valid TS License from the W2K3
Servers.  Downgrading the ICA Client from 9.2 to 9.15 fixed the problem.

On a few of the Citrix boxes, there are occasionally some warnings from
TermServices that the terminal server could not issue a license.  I've
looked at the date and time stamps on the few errors that appear and
none seem to match the times when we were in the process of "producing
the problem".  However, I'm not 100% positive because I haven't tracked
the timing closely.  I'll have to some additional testing and see if I
get TS Licensing errors during the tests.

Very simply, on your citrix servers, in the application/system logs are
there any ts license warnings being generated?

The AD Server is running Windows 2000 Server SP4 and the TS Licensing
server is running Windows 2000 Server SP4.
