You're right. They are not there in the native .ADM files.

If you want to use a "managed computing" approach, you can check out
alternative Jeroen van de Kamp's True Control Templates.

I can't think of anything besides GPO's that would mask off install mode
settings. Maybe other, smarter list members can chime in. If you set it
again in install mode and it doesn't fix the problem, you definitely have
something overriding it. GPRESULT, from the resource kit, will help rule out
(or find) GPO's.

Where's the GPO setting? I'm using Windows2000 server. And I couldn't
find it.

While it worked, what did you use to do this...IEAK? GPO? Install mode?

Hacks? Depending on how (and when) it was done, it might now be
superseded
by a GPO.

My delete temp IE on closing is no longer working. They get deleted at
log off and the folders do not roam which is cool but... I need to clear
the cache without logging off. We use our intranet for vacation requests
and such and all the employees have a portal with their picture etc and
some nefarious types could print these and cause mischief.
