If you want to do it through the registry see:

If you had Windows Server 2003 you could rdp into the consol (with the
-console switch) because that does not get disabled when you disable
logons and re enable logons for users also.

Enable or disable session logins on TS only.
CHANGE LOGON {/QUERY | /ENABLE | /DISABLE}
/QUERY Query current session login mode.
/ENABLE Enable user login from sessions.
/DISABLE Disable user login from sessions.
For citrix it is Change winsta /Disable

disabled. Where is that done? I cannot find where to enable them.
