Yep - do both. Install TS licensing server, and then activate it. Just follow
the prompts. :)

Subject: [THIN] TS license server

I have a major issue. we have our first 2000domain and I am about to
start adding licenses. well when i go to the DC and run TS licensing it
tells me it can't connect to a license server. i thought the DC was the
license server. I had built it that way. IS there some way to manually
make a server a license server?
