Did the PC's in question have Windows 2000 pre-installed?

Do I have this correct.
Windows TS CALs
When the client requests a CAL, the Windows 2000 license server marks an
available license as taken, and sends the license to the client. There are
no tools to revoke the license and return it to the available pool.
To recover the license, you must contact Microsoft and get issued another
license.
Windows 2000 Professional comes with a Terminal Services CAL, so it doesn't
request one. Its possible to transfer this licence to another machine -
tried to get this info from Microsoft but ................

Can I move the TS CAL from the windows 2000 computers I have onto other
machines that dont have a license as the 2000 machine are not going to be
using Citrix only CE boxes are going to be using it.
