CSG requires that once a connection is directored to it that connection must
stay (sticky sessions).  If that is not happening you will get errors such
as this.  Also, WI and CSG must have the SAME lists of STA's.  If WI hands
out a ticket and CSG doesn't know about the STA, you'll get errors such as
this as well.
