I have gotten numrous hotfixes from MS and that is not the case.  I simply
give them the technet article that references the fix and they e-mail it to
me.  I am always amazed at how responsive they are.

Because MS wants their money FIRST, and THEN they refund you after you
get the Hotfix. It feels like a "cover charge" or something!
