Don't know, but why take the risk?  Arrange downtime or do it out of hours.
Also note that under Active Directory, TS licensing has to sit on a DC -
could be a problem if this is also the licensing server.

A guy I know has a 2000 terminal server that is a DC. I know, that's a no
no. 
He wants to run dcpromo so that it will become a member server. Can he do
this 
with users on the server or does this need to be done with no one logged on?
