[THIN] Shutdown issue with complexly new Citrix Server Rebuild

Compaq 570 WK2/SP3 Citrix XPe FR2
Completely new rebuild will not shutdown no error codes just hangs.
Removed from Domain and network shuts down no problem
I think it is maybe a Group Policy issues need help to track this =
problem further any pointers would be appreciated
