David,
I do a robocopy for the file structure and NTFS permissions and then I use
rmtshare (from the NT reskit) to recreate the shares. I do all this in a
looping batch file. If you want them, email me offline and I'll send them
to you.

I don't know of a utility as such, but you could script it relatively
easily using the "net share" and for statement commands.
