Recovery console that you get as an option when you start the reinstall
of the OS... it will just drop you to a command prompt there.

It was a boot into recovery mode and replace a file thing.

but how would i apply the hot fix if i can't even get onto the server in
the safe mode??

I think I recall seeing this with 2K server when there was more than one
processor in the server.. MS had a hotfix for it.
