[THIN] Setting shadowing permission for the "shadowers"

Hi everyone,
Suddenly I have been asked to give my shadow users different levels of
access. For example, our IT staff can do a full shadow, but our financial
person should only be able to view a session and not have control. It
appears that in MF 1.8/W2K the shadow options on the server and in NT4 User
Manager control access TO that particular user. Is there a policy or other
method that can be used ( like publishing Taskbar with a command line using
different permissions) to solve this?
This may be a really simple question, but I've never had to think about
something like this before.
