There are known issues with logged off console sessions and reboots on W2k3.

842506 ended up resolving the issue for me (I had previously tried 821287
and 834100 unsuccessfully).  I don't know if this fix would help psshutdown,
but it may be worth a try.

Session 0 is the console.  I would make sure no one is leaving the
console logged in.
