Are you using Group Policy?

I've seen cases where a background policy refresh will peg the CPU like =

Running a W2K Terminal Server with MF 1.8 on top. All service packs are=20
current. We run into a "blackout" period on our server where the
services.exe=20
will consume 50% of the processor and the console will appear locked up =
for=20
about 20 seconds. Any ideas why this might be? What to look for?
