[THIN] Service Pack 4 and Exceed

I installed Windows 2000 SP4 on my test server and Exceed quit working. It
gives the following error:
Fatal Error
All Xserver displays are in use. Exceed cannot run without a Display.
Please try again at a later time.
I click OK and then I get:
Exceed
Insufficient Memory
I click OK and then I get:
exceed.exe - Application Error
The instruction at "0x77f92373" referenced memory at "0x00000010". The
memory could not be "written".
Click OK to terminate the program.
Has anyone seen these errors before? Is there a fix?
