I used to get this all the time on my Windows 2003 servers (No SP1)  There
is a hotfix Q832971 that fixes this problem.

Tried using psshutdown but it just wouldn't go.  Tried another shutdown tool
I had and that didn't work.  had to just hard power it down finally.  It
turned out those users who appeared to be active were not.  All their old
sessions were hung.

You could reboot it from another server using Shutgui
