I think this may be a TS 2003 bug. I have the same issue on one site, and
find that there is a message on the console waiting for me, or the system
admin to select OK. However, by this time it has disabled logins.
I know that this doesn't fix your problem, but you are not the only one
with this issue.
I haven't had time to research and debug this one.
For the time being I have installed VNC on the servers and the client
reboots manually. If the server does get stuck, they can connect via
computer management and start the service, then VNC in and select OK.

I have a Windows 2003 server running Citrix FR3. I went to reboot the

and it ended my session but the server did not reboot.
I can UNC into the drives and she the shares but I can't rdp or ica into

Is there way I can reboot this server remotely?
Physically rebooting it is not an option right now.
