There are many ways that outlook can launch a secondary process that stays
open, keeping the session open as result. One method is to use a free tool
up on my website called LaunchIt. In the application name you launch, you
prepend the string with LaunchIt (as in LaunchIt outlook.exe?). When
Outlook ends, LaunchIt will shutdown any processes started by Outlook.
Website link is below ? look under downloads.

I have an user who only needs to open Outlook on our MS Windows 2000 SP3 TS.
I have set up so when she logs on, Outlook is starting up.

My problem is this; When my user shuts down Outlook. She is left with a blue
screen and can't log off

How do I make the connection to log off, when she's shutting down Outlook?
