I have a working solution for this, that is free.

1. Set the default policy for users on that server to ha IE proxy =
settings to a fake ip adress. Then all users are blocked from using =
Internet Explorer. All intranet sites and allowed sites can be build =
into the policy by an option "bypass proxy for these sites".

2. Make a Group for alle Internet Exlorer users, and filter the previos =
policy with Deny for this group.

Then only the users of the Internet Explorer group will be able to =
access internet trough IE.

As said by others before,

You have "atleast" three options;

1. linux firewall - with proxy etc etc, budget stays cool...
2. policy enforcement, wrong proxy settings for certain groups...
3. security rights on exe file, did this a few years ago by a script =3D
that
blocked IE after 20:00.
