Nope, this is set correctly, and isnt changed by the upgrade. Seems like
its ignored.
Same happend with the MF FR3 upgrade.

Theres a group policy item (Computer [and User]
Configuration\Administrative Templates\System\Scripts) which allows you
to set whether or not the scripts are run synchronously.
I suspect this might be what you're after?
