wfshell.exe is a Citrix file, not a Windows file, so yes I believe it would.
To test it, try opening a session and manually executing wfshell.exe from
Start...Run...once it is running in the task manager try to cut and paste.
If it works, add it to the registry key. That much should remain the same.
Better safe than sorry.

Make sure that the wfshell.exe process is loading. Check the following
registry key:
HKLM\Software\Microsoft\Windows NT\Current Version\Winlogon\Userinit
The data field should be REG_SZ and read as follows:
"userinit,nddeagnt.exe,wfshell.exe,ctxlogon.exe" (without the quotes).
Once wfshell.exe is running for each user, they will be able to cut and
past
between their ICA session and their local desktop.
