[THIN] STA and Permissions

I'm stumped.....
CSG 2.0 talking to STA. If I make the IUSR* account on the STA server a
member of Administrators, then the CSG diagnostics show a good connection.
When the IUSR account is set back to the default, then the CSG diags report
and unexpected response.
When IUSR is a member of the admin group, browsing to
/server/scrips/ctxsta.dll yields a blank page, which is good. When IUSR is
not a member of the admin group, browing to /server/scripts/ctxsta.dll
yields a prompt for credentials.
Anonymous access is set on, and based upon the above, its obviously
permissions related. I gave IUSR C rights to Inetpub\Scripts to no avail.
Filemon/Regmon yields nothing.
These servers are totally isloated from any other networks as well.
