                IN      A       192.168.1.2
                IN      A       192.168.1.3

Depending on your views on RFC compliance, you can subvert zone TTLs by
having very short ones on certain resources (apparently, not exactly RFC
friendly, but likely to work) or just apply very short TTLs to the zone,
and hope your DNS server is beefy enough.
