When the directory is created, it's not inheriting from the root folder (which is annoying). I have to override, give the user back full control, just so I can see if things are roaming properly. I'm doing a roaming terminal server profile. I logged into 1 citrix of my 2 app servers. I opened a program which created an INI in their windows folder on that citrix server under that users profile. I logged off and that INI isn't in my roaming profile point.
