Check if your user has been created originally with a local profile on
that server... is so, change it back to be roaming or delete it.
Go to "my computer' right click choose properties then go to users
profiles

Welp, I'm having an issue then, at least with the windows folder.
I'm doing a roaming terminal server profile. I logged into 1 citrix of
my 2 app servers. I opened a program which created an INI in their
windows folder on that citrix server under that users profile. I logged
off and that INI isn't in my roaming profile point. I see nothing
unusual in event logs, anything else to check for?

You are correct. I've never had an issue w/ either one of them not
roaming.

Which folders don't roam as part of a roaming profile? Application Data
is one, correct?
I'm doing some testing and it appears that windows isn't roaming either.
Part of it the contents have, but some of the updated contents are not
Any others?.
