We are under W2K3 SP1 and Citrix Xpe FR3. We had those slow logons behavior
since a couple of week 
I can confirm to you that we had in the debug  user log from 12 to 30
secondes for the Rsop logging 
We  just disable the the Rsop logging last week in the GPO and it is now
really fast
