Check the page pool size on your machines.
 
Do you use Trend?  We had an issue a while back that was very similar
and Trend was the process that was causing us problems.
 
You may need to use LiveKD and enable pool tagging (poolmon.exe) to find
out how much kernel memory you have left and what processes are using
what.
 
We fixed our by changing the paged pool size.  Brian Madden has an
excellent article on this which covers both 2000 and 2003.
 
We fixed ours by doing....
 

reg add "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory
Management" /v PagedPoolSize /t REG_DWORD /d 4294967295 /f
reg add "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory
Management" /v PoolUsageMaximum /t REG_DWORD /d 60 /f

Be aware that this can have other knock on effects such as free PTE's
are reduced.  Make sure you test.

I have been getting an error on log on recently , basically saying that
the use has insufficient resources to log on and to increase the size of
the registry.

When this happens it writes the following event id: 

Event Type:     Error 
Event Source:   Userenv 
Event Category: None 
Event ID:       1000 
Date:           13/02/2007 
Time:           08:38:13 
User:           NT AUTHORITY\SYSTEM 
Computer:       SRW2K-CITRIX09 
Description: 
Windows cannot log you on because the profile cannot be loaded. Contact
your network administrator. 

DETAIL - Insufficient system resources exist to complete the requested
service.  


Event Type:     Error 
Event Source:   Userenv 
Event Category: None 
Event ID:       1000 
Date:           13/02/2007 
Time:           08:39:55 
User:           NT AUTHORITY\SYSTEM

Description: 
RegLoadKey failed. Return value Insufficient system resources exist to
complete the requested service.  for C:\Documents and
Settings\mealyp\ntuser.dat. 


If I log on to the server the registry is only about 50% used. Its set
to 100MB 

Environment is XP FR3 running on win2K server. 

Its been happening intermittently on different servers usually first
thing in the morning when everyone is logging in.
