[THIN] Reset ICA listener

I have a server W2K3 MF Xpe FR3/SP4 which has started having the
following problem.
After a reboot either nothing is listening on 1494 or it's not
responding if your telnet to it. If you go into the server and reset the
ICA Listener then everything starts working.
First of does any one have any suggestions to fix this. I can't find
anything anywhere nor can I find anything wrong with the server.
Second is there a command-line utility that can reset the listener?
