Strangely enough, I've been working on a script that does exactly that. It's
called as part of the login script (in the GPO), and just deletes the
programs folder before the start menu appears.

 

One caveat is that if there's anything in the All Users startup folder,
it'll still run that.

 

I'm not in work, so I can't post it, but if you want, on Monday, I'll post
it on the list. It also allows you to then copy in a much reduced start menu
from a DFS, based on groups, and OU location.

I'm going by memory but it seems like once I redirected the start menu with
GPO and then didn't place the "Programs" folder in the redirected path. When
I tried to use the start menu I received an error.

 

That was a long time ago so you might want to try and it see if SP or
versions work differently.

Does anyone know of a way to completely remove the programs folder from the
start menu. I know it's a long shot but I was hoping someone has tried this.
