If I remember right, City of Mesa is still running a NT 4.0 domain.  =
Even if they are running AD, they could still have a W2k member server =
as the TS License Server.  Given that the AD Domain is running is Mixed =
Mode.  Only in Native mode does the License server have to reside on a =
DC.

Right-click on the farm, properties.  Select the Zone tab, expand the =
=3D
zone and set a new server to act as the Data Collector..  He is using a =
=3D
SQL server, so he shouldn't have any problems selecting a new Data =3D
Collector, and he shouldn't have to deal with redoing XP licensing.

The only unanswered question is, is the current Data Collector home to =
=3D
the Terminal Service License Server?

Wouldn't it be easier to move the Data Collector capability to another
server while you're rebuilding?
