[THIN] Registry locked down

Alrite;
As I have mentioned before I am testing and setting up a server 2003
network. I have found an additional issue, I'm pretty sure is simple to fix
but cant find. Our software stores its settings in the HKCU hive right now
I am getting a unable to write error for that. Where is that controlled? I
am looking through my policies but havent found it yet.
