[THIN] Regional Settings difference

We recently bought a company in Mexico.  They want to run Citrix based ERP
there.

Trouble is, all server supplying ERP, and all current users, run published
apps. and are set to use date setup of mm/dd/yyyy.  Mexico wants/needs to
use dd-mm-yy.  

I have tried publishing the Regional Settings CPL and having the users go in
there, make the change, and close.  This should save the settings to their
roaming profile?  They should then get those settings, no matter which
server they hit, correct?

WIN2K SP4, MPS 3.0 Hotfix Rollup 1.

Thoughts?
