Found it, my firewall guys forgot to allow port 80 on the firewall, therefore, 
it could not get there, to redirect.

Both on same firmware.
 
1 works fine for redirecting requests on port 80 to port 443 (https://).
 
The other, is set to do this, but will only connect properly, if you type the 
address with the https:// before it.  If http://, it simply fails to find the 
site?
 
Ideas?
