It sounds like you need something like Bart PE http://www.nu2.nu/pebuilder/
There is a Citrix plug-in here that will do what you want.

Hi All,
I'm trying to put together an application DVD data disk for our remote
laptop users, it will hold a ghost image of their HDD and also some
applications to connect to the systems in case of problems with their
installed apps. I've managed to get a working rdp client, but I can't
get a citrix client to run. The DVD boots into memory with a cut down
version of XP and this allows me to run ghost, rdp, etc.
When I run the citirx client I get "unable to start connection centre".
I think it's because the ini files are read only. Does anyone have a
"light" version of ICA that can be run from memory?
