Sounds to me like these semi-elevated privleges are keeping them from
inheriting the GPO settings to stop them from shutting down the server.  

I had an issue like this in the past w/ a vendor's app on my Citrix boxes,
and insisting the users be Power Users.  I utilized Filemon & analyzed what
permissions they needed to what directories/files & then I created a new
group, assigned that group the appropriate permissions, added the users to
the group, and all worked fine.  Looks like that *might* be what needs to be
done here to make all of this work...  Just a thought.

Due to issues with our ERP software, our VAR created a new permissions
level.
So they have semi-elevated privileges.

Doug:  what is the permission level of the users?

as I recall, under 2003 a remote user cannot shut down if they only have
user level permission and nothing higher.
