Just found a similar thing for the cusomise toolbars context menu for IE and Explorer - http://windowsxp.mvps.org/ie/lockedbars.htm - been annoying me for days and I never thought to look in HKLM. Why is this in HKLM as well as HKU ? There was a HKLM setting that was overriding all the settings that I was adjusting. Always remember, HKLM overrides HKCU every time. ARGH.
