I am not seeing "Prevent performance of first run customize settings" setting under User Config > Admin Templates > Windows Components> Internet Explorer. Is that setting there by default? There is a GPO setting at User Config > Admin Templates > Windows Components > Internet Explorer. On the right is "Prevent performance of first run customize settings". There is also a setting on the right to control the phishing filter.
