There's no mechanism for publishing apps in 2003. You can, on a user by user basis, set the initial application, so that every time a user logs in, they get a certain app. If your need for published apps is so that the user can run a seamless app, i.e., one that runs off the server but looks like a local app, then you'll need Citrix. If you just want to restrict them to certain apps on the server, that can be accomplished in a variety of ways.
