[THIN] Published App Strangeness

I have several users who are logging into a server we have unpublished an
App for.  When they access the app, load balancing appears to be sending
them to the server we unpublished, and they get a Windows NT Terminal Server
login prompt, not the usual Program neighborhood prompt.   When looking at
the Published App manager, the Application is NOT published on that server,
AND this problem is NOT occurring in Nfuse.  Only through the Program
neighborhood.  I have managed to recreate the issue on my machine so I know
they are not using custom connections.

Why are users still being directed to that server?  any idea?  And why when
logging to that server, are they getting the Windows NT terminal server
login prompt and not the Program neighborhood.   
The Farm is NT4 TSE SP6 with MF1.8SP2
