HKCU is the Hive of the user. (NTUSER.DAT) maybe that was the issue.

Come to think of it I had this the first time I set up my 2003 profiles.
It made everybody local if I created the mandatory profile off of the
administrator account.  When I recreated it using a domain account that
was a local admin it worked fine.  Using the local admin account I also
found that the users didn't have access to write to HKEY_Current_User
which really screwed things up.

It was 1 user.  Profile showed up as local when I looked at it in user
profiles.  I deleted the profiles, reset the roaming profile, waited 10
mins, and tried again. That seemed to have made it roam.

Is it creating a local or is it copying the roaming profile to the local
server (This is how it should work).  If it is 2003 there is a policy
that will prevent any users from using roaming profiles and will also
use a local profile.  Is it just the one user?

I have a user whoose profile will not setup as roaming.  I've deleted it
from both app servers, verified their profile path is set in ADUC, and
it still creates as local all the time.  Any ideas?
