Make that NTUSER.DAT -> NTUSER.MAN, and you're about on the money.

To truly make it mandatory, have the profile folder end in .MAN, and the
path configured for the profile *path* include this extension (ie the
folder path for the folder also ends in .MAN, the path doesn't
explicitly point to the NTUSER.MAN file), so that this profile *MUST* be
