Replace the spooler files?

Anything in that Printers directory under spool can flat out be deleted.
No need to replace them. Is it actually a good practice to clean them
out once in a while

I go to START - SETTINGS - PRINTERS and then the printer window comes
up.
Then it locks up. If I put cursor over printer window i just get an hour
glass but I can do other things on the server. has anyone seen this
before?
