I have not tried in 2003 but in Win2k I was able to do this using GPO
policies. Users with locked down desktops could view only their running
tasks and can end them.

Subject: [THIN] Preventing task manager view from exposing processors
not belonging to a particular user

Is there a way in terminal server 2003 to prevent a user who opens task
manager from seeing system or other user's processes?

Alternatively if a user's process becomes hung what is the best way for
that user to kill it?
