I can confirm that you're not alone. I'm still in the process of
troubleshooting this, but we have had one application do exactly what
you're describing.

Have been rolling out the patches this week, and our users are not reading ini files from c: documents and setings\%username%\windows any more looks like they are all looking in c:\winnt\ for the ini file as there are some usres with customised user ini files didn’t notice as soon as we should have.
